ITANAGAR: The Bill seeking to substitute Galong with Galo -
Respective state governments have been recommending for long that the name Galo be substituted in place of Galong.
"Galong is a distorted version of the original world Galo. A change is, therefore, required in the list of ST in Arunachal Pradesh," the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2011 said.
The Union cabinet on 29 October 2009 approved the proposal of the Ministry of Tribal Affairs to introduce a Bill in Parliament for substitution of “Galo” in place of “Galong” in the list of Scheduled Tribes in Arunachal Pradesh and inclusion of six communities in the list of Scheduled Tribes in the State of Manipur by amending the existing entries.
The assent of the President of India will be obtained for notifying the changes.
CM calls community to work for the state
ITANAGAR, Dec19: Chief Minister Nabum Tuki on Sunday called upon Nyishi community to work for the betterment of the state as well as other communities.

Fire at Otongkhoa
ITANAGAR, Dec 19: A house was completely gutted and four partially burnt in a fire accident at Otongkhoa village, Kanubari. Additional Deputy Commissioner, Ngampang Wangjen and OC Kanubari visited the spot and assured to provide relief materials to the affected families.
Meanwhile, the officials advised the villagers to maintain a gap between two houses while constructing to avert major fire incident.
Coordination meeting held
ITANAGAR, Dec 19: A coordination meeting between Arunachal Teachers’ Association, Kurung Kumey district unit and district education officers was held at Koloriang recently.
Attending the meeting, DDSE ST Zara suggested the education officers and teaching community to be sincere and punctual in their duties.
In his speech, the district ATA unit president urged the teaching community to discharge duties with dedication and also advised the education officers to stay at their respective posting places.

A step forward to border trade with Myanmar
NAMPONG, Dec 19: The border trade with Myanmar could soon be given a final shape.

The local traders requested for lifting restriction imposed by Indian administration on Myanmaris for quantum of sale. They also demanded a currency exchange office and construction of trade center at border point instead of Nampong town. In a memorandum, panchayat and public leaders also urged the Govt. for permission of vehicular movement from Nampong to Pangsau town of Mayanmar for transportation of trading commodities.
They also demanded posting of custom officials and a bus service from Nampong to Myanmar border point.
Director of Trade and Commerce Tokong Pertin, highlighted the difficulties being faced by the traders of Nampong and assured to extend all required assistance to further promote the existing trade between India and Myanmar.
Jairampur ADC M Roy added that through Stillwell Road and border point of Pangsau pass, trade to south China, Yangoon, Bangkok and Singapore would be shorter and cheaper in comparison to the existing sea route. He further said that Look East Policy of the Govt. could be a reality since it takes only 12 hour from Guwahati to reach Pangsau pass through Stillwell road. He also highlighted that beside the requirement projected by the Myanmaris, exotic flora and fauna of Arunachal Pradesh, surplus tea of Assam, cotton yarn, branded food items, automobiles components, fruits could be traded with South East Asian countries.
Later, in a discussion with Gupta, Minister for Agri, Horti and Veterinary Setong Sena said that “If the road is open for trade with South East Asia as part of Look East Policy, huge timber could be imported from Myanmer which can feed wood based industries of Arunachal Pradesh which is closed at the direction of the Apex Court”.
Juvenile justice still a farce in East Siang

PASIGHAT, Dec 19: Juvenile Justice Act, 2006 passed by Indian Parliament, which came into existence in the state in 2007, is still a farce in East Siang district as the only ‘Juvenile Home’ set up in the outskirts of Pasighat township still does not have its office infrastructure and other requirements.
The juvenile home complex is in a pathetic condition depicting utter negligence by the government.
The state government, following legal provisions of the Juvenile Act, had constituted Juvenile Justice Board (JJB) and Child Welfare Committee (CWC) for the district, but the juveniles have still been debarred from getting proper care and rehabilitation measures.
It is reported that the Board and the welfare committee is not effectively functioning so far.
The juvenile justice was enforced in order to take proper care and rectify the young criminals through proper education and rehabilitation measures.
The juvenile home at Pasighat came up after the visit of Arunachal Pradesh Governor in 2008. As such, two buildings with the boundary wall were constructed but larger portion out of the allotted 7 hectare plot is lying abandoned.
It is clearly noted in the provisions of Juvenile Justice Act, 2006 “Juvenile Justice Board should be constituted for exercising the powers and discharging the duties conferred or impressed on such board in relation to juvenile in conflict with law under this Act.”
Accordingly, JJB has already been constituted with the acting Extra Assistant Commissioner (Judicial), Pasighat as chairman. But nothing has been achieved in the name of Juvenile Justice in the district so far. Extra Assistant Commissioner (Judicial) R Perme, who is presently leading the JJB in the district, informed this correspondent that so far, only one juvenile case was recorded in the district and he was handed over to the parents for rehabilitation!
The Child Development Project Officer of Pasighat, Kaling Moyong pointed out the shortage of manpower and lack infrastructure as the root cause of the present situation.
Moyong, who is the chairman of CWC and officer-
“I have been moving the authority for the last two years to appoint regular staff for running the juvenile home, but yielded no result. There is a building with a capacity of 20 seats (boys). But no inmate (detained) is admitted therein till date,” Moyong said in a telephonic conversation today.
In a recent development, the juvenile home has got a sanction of Rs. 17 lakh for construction of administrative building, staff quarter, girls’ hostel and playground inside the home complex.
But construction of juvenile jail, appointment of regular staff and juvenile police, arrangement of vehicles and other facilities are yet to be addressed.
Lower Siang district soon, awaiting HPC report: Tuki
AALO, Dec 19: Chief Minister, who is on a two day visit to West Siang district, today assured the people, particularly of Likabali and Basar constituencies, that the Government would do its best to expedite the process for formation of the long pending Lower Siang district. He, however, sought time and patience from the people and appealed to all to wait for the report and recommendations of the High Power Committee (HPC) constituted to guide the government in this regard.
Tuki, who addressed two huge gatherings, first at Likabali and then at Basar on way to Aalo, asserted that once committed the Government has to fulfill the aspirations of the people, no matter whoever remains in power.
He called for peace and a consensus on the disputed issue of location of the headquarters of the proposed new district and asserted that once the people reaches a consensus and the HPC submits its recommendations, there shouldn’t be any hurdle left in creation of the new district, which former Chief Minister Dorjee Khandu had committed.

Lokpal Bill to be tabled in Parl in couple of days
New Delhi, Dec 19: Bringing Prime Minister in the ambit of Lokpal with adequate safeguards and change in mode of appointment of CBI director could be among the provisions the government is looking to incorporate in the Lokpal Bill to be introduced in Parliament, possibly in the next couple of days. The sources said that in view of over 60 official amendments mooted, there was a plan to withdraw the Bill introduced in August and table a revised one, either on Wednesday or Thursday.
Home minister P Chidambaram is leading a team of ministers which met today to fine tune the proposed legislation, particularly on the most contentious issue of the jurisdiction of the Lokpal over CBI.
The sources said an appropriate language was being worked out, particularly on the aspect of CBI, and Chidambaram was focusing on that as he was not happy with the draft prepared earlier for consideration of the Cabinet.
Law minister Salman Khurshid said the officials have to work on the draft.
"I hope it will be the last night they will have to stay awake (to work on the draft)," he said.
Khurshid, who is involved in the drafting process along with personnel minister V Narayansamy, said, "We have finished the cleaning up of the draft. We had instructions to clean up the draft and we have cleaned up the draft".
The changes would go to the Cabinet for approval before which Prime Minister Manmohan Singh and finance minister Pranab Mukherjee would have a look at it, he said.
After the Prime Minister gives the signal, the bill will go to Cabinet which is expected on Tuesday, Khurshid said.
He said the final architecture of the changed bill would be known only after the Cabinet approves it and sends it to Parliament for consideration.
The law minister said the government would bring the Lokpal Bill in the current session. There may not be any need to extend it, he felt.
Apart from Chidambaram and Khurshid, telecom minister Kapil Sibal and minister of state for personnel V Narayansamy were also present in the meeting to finalise the changes.
Parliamentary affairs minister Pawan Kumar Bansal said the Lokpal Bill may not be fully acceptable to all but all sections of the House would find it "acceptable" except those "who are opposed to the very concept of Lokpal".

Let’s not stereotype APPSC

It is quite disheartening to see that the constitutional body like APPSC is being stereotyped and looked into with suspicion by the unemployed youth. Many baselessly allege that the commission is run by corrupt people and they have no faith in the examinations conducted by the commission. The section of my unemployed civil engineering graduate friends is relentlessly demanding the reconduction of the examination for Assistant Engineer held in the month of june this year. The demand for reconduction, I feel, is untenable because the commission is giving 15 days time to correct the papers of those who feel their answers in some papers have been left unchecked/unmarked. It is a good gesture by the commission. In the Union Public Service Commission and commissions of other states the answer scripts are accessible through RTI only in exceptional circumstances. But here we can access our answer scripts of unsuccessful candidates even before the interview is conducted. Such gesture in the name of transparency by the commission should be appreciated by all of us.
The bench mark set by APPSC is well known to everyone. I have already failed twice in Assistant Engineer (civil) examination conducted by the commission, but accepted gracefully my poor knowledge and weakness in preparation. But the toppers of examinations conducted by the commission be it combined civil services, combined engineering services etc. are of unquestionable standard. We have seen that many toppers recruited through APPSC in recent times also cleared the UPSC civil services and engineering services examination. Hence, viewing the commission stereotypically and demanding for reconduction of the examination will set a bad precedent and damage the sanctity of the commission. Such demand will be seen in every examination and the commission will be dictated by disgruntled candidates. Hence, let’s not stereotype APPSC and let them do the necessary corrections wherever required. This is not only the examination in our life. We still have to face many more examinations may be of tougher than this one in future.
I earnestly request all my unemployed engineering graduate friends to join hands and fight for advertisement of back lock vacant post meant for direct recruitment in all engineering departments like power, PHED, PWD, UD, WRD, RWD etc. so that failures like me can try once again with new vigour. Recently, the friend of mine through RTI has come to know that UD department has filled the direct recruitment quota with junior engineers from other departments through deputation. Let’s fight for such blatant misuse of power by the government and the department concerned rather than stereotyping the APPSC as corrupt and inefficient.

Preserve the historical landmarks
Dear Editor,
Apropos' the letter " Let the Convention Centre come up" voiced by a concerned citizen,
ALSU while welcoming proactive suggestions from all, would clarify the misconception
stated by him. The ALSU has and always will cooperate and support any progressive developmental
works undertaken by our state government. However, the issue voiced by the ALSU was

It is for you to judge and decide, if the UD department is to construct a 500 vehicle
parking facility adjoining to the Convention Centre, where will the additional land
required to accommodate the facility come from? Isnt it evident enough for all of
us, from the festivities celebrated every year that, the entire IG park is jammed
with just a few 100 -
Here's a suggestion, why doesn't the concerned department establish the centre elsewhere on the suburbs of Itanagar township, where suitable land is available. That way, the suburban areas of Itanagar will see appropriate and planned growth of capital complex, and commerce will also grow in the selected location.
Just because, IG Park is the only open space available in Itanagar and as mentioned by a concerned citizen 'already under illegal encroachment , random construction works in the periphery of the Park in the name of infrastructural development isn't justified. If that is the case then, every other department will try and avail land allotment within IG Park, because of it being located in the heart of Itanagar.
The ALSU has neither issued a five day ultimatum to the District Administration nor resolved to stage any dharna at the CM office. The ALSU has only submitted a memorandum to the DA requesting immediate action against illegal encroachers of Govt. land and quarters including IG park area and also requested the concerned authorities to resolve this issue at the earliest by the end of Febuary 2012. The ALSU after a month of survey work to highlight and unearth the menace of Illegal encroachment, has taken up the issue with the authorities concerned.
So, the ALSU respectfully appeals to all people of Capital complex to be proactive and partake in erasing this menace . As responsible citizens of the state, its is the collective duty of the common public and Govt. employees to put an end to this predicament, and preserve the historical landmarks and encourage the planned expansion of Capital Complex for the next generation.

We can’t expect miracle
Dear Editor,
Since the last one and half decade I have been keenly observing the same examination
which is witnessing another controversy. In the beginning all the papers were accounted
for, to make it to the viva-

commission is not known for effecting change in syllabus or pattern of the examinations

The APPSC seem composed of personality of impeccable credibility. They should stop heeding to political executives. As it is stated to be an independent body then why it waited for the Govt. formation to release the result of written examination in this controversial examination?
The commission is only a part of our larger society. We can’t expect miracle but at least they should live up to their avowed claim of maintaining impartiality in choosing the best talent from the society to serve the state. Thanks to Arunachal Times for living up to the expectation of masses and giving voice to hapless victim of injustice.
